Overview

Built on international procurement principles

ECAHLI procures internationally across every Node in development, from early-stage infrastructure to operational contracts. The programme is governed by transparency, fair competition, equal opportunity, value for money, sustainability, independent evaluation and full auditability — the same principles applied by major international development organisations and multinational infrastructure developers. Every tender, contract and vendor relationship on this platform is intended to be traceable back to those principles.

Where Phase I & II contracts apply

ECAHLI's Kenya programme operates in three tiers: the anchor flagship at Kisumu, three wholly-owned coastal developments, and a wider network of six regional communities entering procurement from 2027.

Brazil Flagship Procurement

Civil works, agricultural infrastructure and specialist consultancy tenders tied to the Goiás State development, released as the flagship advances to construction-ready status.

2027–2028

Paraguay Node Procurement

Colmena and Gran Chaco tender packages, covering site works, sustainable housing construction and community infrastructure.

2027–2029

6 Regional ECAHLI Communities

Regional-scale procurement across ECAHLI's wider Kenya Regional Programme, including affordable housing, agricultural processing and renewable energy infrastructure contracts across six community Nodes.

Pipeline

Spain Programme

Rural development and land regeneration contracts aligned with REDR/GAL funding frameworks, opening for procurement as the Spain programme reaches construction-ready status.

Future pipeline values are indicative and will be published as each Node reaches procurement-ready status. Registered vendors are notified automatically when new phases open.

Expressions of Interest

Ahead of formal tender release

For upcoming pipeline phases not yet at formal tender stage, ECAHLI accepts Expressions of Interest (EOIs). An EOI allows firms to signal capability and be shortlisted for early engagement, pre-bid consultation and site visits once a Request for Proposal (RFP) or Request for Quotation (RFQ) is issued.

Digital Data Room

Secure access for shortlisted bidders

Masterplans, drawings, surveys, environmental reports and technical specifications are shared through a controlled, tender-linked Data Room. Access is granted to bidders who have submitted a compliant bid or been shortlisted for a specific tender — it is not self-service, consistent with how ECAHLI safeguards sensitive project information.
