Phase 1 · Months 1–6 · Foundation
Capital Close, Site Mobilisation & Infrastructure

Capital structure closed. Regulatory pathway confirmed and government partnership formalised. Site cleared and master infrastructure installed: solar microgrid, water systems, internal roads and e-mobility charging. Construction begins on agro-industrial zone, cold-chain facilities and first residential units. Value-chain partnerships with local cooperatives and MSME suppliers initiated.

Phase 2 · Months 7–14 · Anchor Operations
Agro-Industry, Cold-Chain, Manufacturing & Early Housing

Agro-processing and food production zone live from Month 9. Cold-chain and distribution hub commissioned Month 13. Construction materials and prefabrication facility operational. Textiles and light manufacturing coming online. First residents move in. Eco-lodge and restaurant under fit-out. Local MSME suppliers integrated into procurement framework.

Phase 3 · Months 15–22 · Community Services
Hospital, Education, Hospitality & Full Housing

Private hospital opens. Eco-lodge and restaurant live. School and TVET campus operational — including agro-industry, construction and textiles programmes. Remaining residential and affordable housing units complete. Logistics and aviation zone commissioned. All 18 revenue lines active. Carbon baseline and MRV accounting live.
