About ECAHLI.
Building Real Communities
for a New Future.

ECAHLI is not a housing estate. Not a commune. Not an off-grid lifestyle. It is a complete, replicable community infrastructure platform — combining housing, productive employment, essential services, education and renewable energy into one integrated economic system that works for investors, residents, governments, and the land itself.

Communities Planned by 2035

The world has no shortage of housing projects. What it lacks is a proven, replicable model that delivers the same quality of infrastructure, economic opportunity and dignity to underserved regions that conventional development has never provided. That is what ECAHLI was designed to be.

Why ECAHLI Exists

The World Doesn't Need
Another Housing Project.

It needs a model that actually works — for families, for land, for investors, and for the communities left behind by conventional development.

Most housing developments solve one problem while creating three others. They place people in buildings without livelihoods, in communities without economies, in environments stripped of the natural systems that make long-term life viable. The result is dependency, fragility, and slow decline.

ECAHLI exists because there is a better architecture available — one that has never been fully deployed at scale, not because it is impossible, but because no one has committed to building all of it at once, on the same land, for the same people. That is what we are doing.

🏚
Housing without livelihoods creates poverty traps
When people live somewhere they cannot earn, they become dependent on systems outside their control. ECAHLI builds employment into the community infrastructure from day one.
🌍
Rural land is underused while families lack opportunity
Millions of hectares of productive land sit fallow while families in nearby towns lack affordable housing, dignified work, or access to quality services. ECAHLI bridges that gap.
Fragile systems fail when they are needed most
Supply chains, energy grids, food systems, and healthcare networks are more brittle than most people realise. ECAHLI communities are designed from the ground up to function when external systems do not.
📉
Good intentions rarely produce investable models
Most impact-driven development projects cannot attract serious capital because they are not financially structured for real returns. ECAHLI is — without compromising the mission that makes it worth building.
"I spent years watching the same structural failures repeat themselves across different countries, sectors, and income levels. Communities without economies. Economies without communities. Infrastructure without the people to maintain it. I stopped waiting for someone else to build the alternative."

The ECAHLI Response

Instead of building houses and hoping an economy follows, ECAHLI designs the economy first — and builds the community around it. Every resident lives where they can also work, learn, grow food, access healthcare, and send their children to school for free.

Instead of choosing between financial returns and social impact, ECAHLI shows that the two are structurally inseparable when the model is designed correctly from the start.

What Is ECAHLI?

Not a Housing Project.
An Economic System.

ECAHLI is a fully integrated, replicable community development platform. Every home, every crop, every business, every clinic, every school and every solar panel is designed as part of one living economic system — not a collection of separate services bolted together after the fact.

The result is a platform that generates exceptional financial returns for investors, creates meaningful employment for surrounding communities, provides complete life infrastructure for residents, and delivers measurable climate and development impact for governments and international institutions.

What ECAHLI is not:

A housing development or real estate project
An off-grid lifestyle concept or wellness retreat
A commune or alternative living experiment
A single-sector development initiative

What ECAHLI is:

A complete economic platform — housing, food, jobs, healthcare, education, energy and governance in one integrated system
A replicable community model — designed to be deployed at scale across continents
An investor-grade financial instrument — 24–27% IRR, 63–68% EBITDA, land-backed assets
A rural development platform — creating jobs, services and economic activity in underserved regions
A climate infrastructure project — land restoration, low-carbon construction, certified carbon revenue

What Makes ECAHLI Different

Not a Variation on
Something That Already Exists.

ECAHLI is not a better version of a gated community, an eco-village, a real estate project, or an NGO programme. It is a fundamentally different kind of thing — built on a different logic, for a different purpose, with a different financial architecture underneath it.

Standard real estate development
A complete economic ecosystem
Not Just Housing.
A Living Economy.
Conventional developers build homes and sell them. ECAHLI builds communities that generate employment, food, services, energy and income — simultaneously and permanently. Residents don't just live somewhere. They live inside an economy they are part of.
Sustainability as marketing language
Productive infrastructure with real jobs
Not Just Green.
Productively Built.
Most "sustainable" developments are sustainable in label only. ECAHLI uses hempcrete construction, solar micro-grids, certified carbon projects, zero-waste water systems, and organic food production — not for marketing, but because they reduce operating costs, generate revenue, and make the model financially stronger.
Investment returns OR community benefit
Returns because of community benefit, not despite it
Not a Trade-Off.
A Structural Alignment.
Most impact-driven models ask investors to accept lower returns in exchange for doing good. ECAHLI inverts this entirely: the community infrastructure — the jobs, the food systems, the education, the healthcare — is what generates the 27.4% IRR and 68% EBITDA. Impact is the engine, not the cost.
One location, one project, one cycle
A replicable platform scaling to 110 communities
Not a Single Site.
A Replicable Platform.
ECAHLI is not built to work once and stop. Every community is deployed from the same systems architecture — the same financial model, the same infrastructure blueprint, the same community framework — refined across versions and validated across continents. The platform gets stronger with every deployment.

Inside One Community

Everything You Need.
Nothing You're Dependent On.

A standard ECAHLI community is not a collection of buildings. It is a complete, functioning settlement — designed from the ground up to be self-sustaining, economically productive, and fully liveable from day one of operations.

Each site is zoned into functional areas separated by green buffer corridors — preserving biodiversity, acoustic privacy and natural ventilation while giving every resident genuine space between daily life and community infrastructure.

🏡
Private eco-homes — 143–200 residences per flagship, built with hempcrete and low-carbon materials. 2–3 bedrooms, up to 128m². Privately owned, full title.
🏛
Community Clubhouse — the social and operational core. Where meals are shared, futures are planned, governance happens, and community life is celebrated.
🏥
On-site health centre — preventative care, daily wellness monitoring, qualified staff. Health infrastructure built into the model, not bolted on later.
🎓
Technology school — free for all resident children. Supported by Covenant of Education. Purpose-driven, technology-integrated, connected to real employment.
🌱
Organic farm & greenhouse — producing food for the whole community. Composting, growing beds, livestock, daily farm-to-table catering.
☀️
Solar micro-grid — community-scale renewable energy and battery storage. Zero utility dependency. Zero operating cost exposure to grid pricing.
💼
Shared office hub — Starlink-connected co-working, meeting rooms and creative tools. Run your business from inside one of the most extraordinary communities on earth.
🏊
Natural swimming pool — chemical-free, biologically filtered. Because daily wellness is structural, not optional.
🔨
Workshops & eco-tech training — hands-on facilities for sustainable construction, maintenance, and skill-building for the next generation of ECAHLI builders.

The People Behind the Vision

Leadership Built on
Conviction, Not Credentials.

ECAHLI is led by people who have lived the questions this organisation was built to answer — and who chose the harder path to pursue them.

Petrus Van Der Merwe
01 of 03 · Founder & Lifelong Chair
Petrus Van Der Merwe
Founder, systems architect, and the driving force behind ECAHLI's global vision.

Born in South Africa, Petrus spent years across Europe building a rare combination of depth — qualifications in psychology, complementary healthcare, business and sustainability, combined with years inside some of the world's largest IT companies. He developed an unusually broad understanding of how people, systems and organisations actually function under pressure.

Over time, he saw the same pattern repeating across countries and sectors: communities trapped inside broken systems never designed for long-term human wellbeing. ECAHLI did not emerge as a passing inspiration — it emerged as a necessary, disciplined response to a structural failure he refused to accept.

For years, Petrus has worked in the trenches of that vision: designing the financial architecture, shaping regulatory and structural foundations across three continents, writing the community framework, and refusing to dilute the principles that make ECAHLI what it is.

"I did not build ECAHLI because it sounded like a good idea. I built it because, knowing what I know, I could no longer justify not building it."
Avery Lillard
02 · Executive Vice President
Avery Lillard
Builder, operator, and the man who ensures the vision survives contact with reality.

Avery has lived a quintessentially American life — built on grit, discipline, and an unshakeable sense of responsibility. He worked two jobs to build his future, raised two daughters he is deeply proud of, served his country, built a home with his own hands, and founded a logistics and transportation company managing a fleet across complex operations.

His depth spans mechanical engineering, construction, logistics, sustainability, and real-world deployment. Where others see complexity, Avery sees the sequence — and gets it done. He brings to ECAHLI the operational mastery that turns visionary architecture into physical reality.

"We talk a lot about leaving a legacy. Avery is one of the rare people who actually means it — and who knows exactly how to build one."— Petrus Van Der Merwe, Founder
Dr. Izzy Kiver
03 · Board Director · Education, Human Development & Strategic Communications
Dr. Izzy Kiver
Official spokesperson. Architect of ECAHLI's human development framework.

Izzy brings to ECAHLI something no financial model provides on its own: the human dimension. His background spans enterprise learning architecture, curriculum design, AI education and programme development — with experience at Google, SAP, Polygon Labs and TAL Education.

He is also the founder of the Covenant of Education — a 501(c)(3) nonprofit built on the conviction that every young person already carries something extraordinary, and that the right environment makes it impossible not to emerge. COE is ECAHLI's educational backbone in every community.

"The most important infrastructure we can build is not physical. It is the capacity of a human being to learn, grow, and contribute."

Three people who understand, from lived experience, that the future is built — not waited for. Each brings a dimension the others cannot — vision, operational mastery, and the human voice.

Strategic Educational Partnership

Education Is Not
a Feature. It Is
the Foundation.

FREE.
For every child in every ECAHLI community

ECAHLI's commitment to world-class education is structural — a non-negotiable condition built into every community we develop, made possible through our partnership with the Covenant of Education.

The Covenant of Education is a 501(c)(3) nonprofit — founded by Dr. Izzy Kiver — built on the conviction that every teenager already carries something extraordinary. COE creates the conditions where that something cannot help but emerge.

Where most programmes catch children falling behind, COE exists for the ones reaching upward with empty hands — and builds the infrastructure they have never had.

The 7 Teachings · The Map to Self-Discovery
"COE is the soul. The 7 Teachings is the map. A structured path for purpose discovery that most institutions have either forgotten or never bothered to build — for ordinary people seeking growth, meaning, and genuine opportunity. Not therapy. Not tutoring. The infrastructure for becoming who you already are."
01
Clarity — Show Up
Excavate the signal buried under noise. Every teenager already carries something extraordinary. Clarity is the process of learning to hear it.
02
Capability — Grow
Build the skills, habits, and resilience to act on purpose. The 7 Teachings shift from mirror to engine — from seeing who you are to becoming who you can be.
03
Contribution — Give Back
The loop closes. Graduates become facilitators. The flywheel compounds — carrying more people with every rotation.
The Covenant of Education is ECAHLI's educational backbone — the system that ensures every community we build is also a place where the next generation grows up knowing who they are and what they are here to do.
Where We Are Building

Three Continents.
One Replicable Model.

ECAHLI's three flagship communities are not chosen for convenience. Each site represents a distinct regional context — different land conditions, regulatory frameworks, labour markets and growth trajectories — proving the model's adaptability before the network scales.

🇵🇾 Flagship 02 · Active Focus
Paraguay — Colmena
250 hectares · 80km from Asunción · v3 Model
Paraguay is where ECAHLI is most operationally active. The Colmena flagship is ECAHLI's base of operations — a country with political stability, low land costs, favourable tax conditions for foundations, and a growing appetite for integrated rural development. The Live Lab proving ground is launching here in May 2026, giving early partners, investors and prospective residents a real, physical experience of the model before full-scale construction begins.

Brazil's Flagship 01 in Goiás carries the strongest financial model in the ECAHLI portfolio — 27.4% base IRR, 68% EBITDA margin, $78.1M CapEx, and a Year 5 revenue of $49.4M. Goiás is one of Brazil's most productive agricultural states, with established logistics infrastructure, growing institutional investment interest, and a proven track record for integrated rural development projects. Investor documentation is at version 19.

Why People Pay Attention

Built on Real Foundations.
Not on Promises.

ECAHLI attracts serious attention from investors, governments, development finance institutions, and families because the foundations are real — not projected, not aspirational, not dependent on things that have not yet been built.

Active Paraguay Operations
ECAHLI's headquarters is in Asunción, Paraguay. Land is identified. The Live Lab is scheduled for May 2026 launch. This is not a proposal from a desk in a wealthy city. The team lives and works in the region where the first community will be built.
🌱
Verra VCS Carbon Certification
ECAHLI's Kenya flagship carries Verra VCS-certified carbon credits from biochar, agroforestry, and soil carbon projects — MRV-verified and eligible for ITMO trading under Article 6. Certification is an institutional standard, not a claim.
🎓
Covenant of Education Partnership
The Covenant of Education — a 501(c)(3) nonprofit operating across 8 countries — is embedded into every ECAHLI community. 96% programme completion. +85% Purpose Clarity improvement. Free for all resident children. This is a live organisation, not a planned one.
👥
Leadership with Depth and Skin in the Game
Petrus Van Der Merwe has spent seven years building ECAHLI without external funding. Avery Lillard brings operational and construction mastery. Dr. Izzy Kiver brings the human development framework. Three people who have committed their professional lives to this, not a management team assembled for a pitch deck.
💰
Concessional Finance Eligible
ECAHLI's structure, SDG alignment, and impact profile make it eligible for development finance institution (DFI) co-investment and concessional debt at 6% p.a. — a structural advantage that most commercial real estate projects cannot access.

The model has been built. The legal structure is in place. The financial architecture has been validated. The land is identified. The team is on the ground. What ECAHLI needs now is the capital to begin.
